Man discovers tether in Livonia, has trouble reporting it

LIVONIA, Mich. (WJBK) -
A tether seems like a pretty important piece of equipment, so if you discover one just dumped near your home, shouldn't you be able to report it?
"I've had it home here with me for about two hours. Police haven't knocked on my door," said Craig Jordan.
The tether should most likely be wrapped around somebody's ankle, but Jordan discovered it in the snow near a Livonia gas station Friday afternoon.
"Somebody obviously thought it was important for them to get this off, and obviously it was important for somebody to have this on. Somebody needs to know," he said.
So Jordan jumped online and found a picture of a tether that looks a lot like the one he found on the Michigan Department of Corrections website. He started making calls trying to tell someone what he discovered.
"All the numbers I came up with I couldn't speak to anybody," he said. "One of the messages even went so far as to say to contact your agent, and I believe that was the tip line that told me that. And I'm like agent, I don't have an agent."
"I should be able to get through to somebody easily," he added.
Even I tried with no luck.
So why is this lonely tether such a big deal?
"For all you know, there might be some clues as to where he went right next to it," said Jordan.
And no one bothered to answer Jordan's calls. The question now is how many other calls have gone unanswered.
"Shouldn't have to go to sleep worrying tonight who this [came] off of and where is he now," he said.
We don't know who is supposed to be wearing this tether, what they did or whether they vanished or are behind bars, but what we do know is that the Michigan Department of Corrections did not return our calls or emails for comment Friday night.
