Philly Police Officer Accused Of Moonlighting For Colwyn P.D.

COLWYN, Pa. -

Big fireworks in small Delaware County town Thursday night.  The Colwyn Borough Council meeting boiled over with frustration with residents after an early morning raid of Borough Offices and the Police Department. Resident say they want answers.

Fox 29 has learned the search warrant was executed surrounding an investigation into Colwyn's new Director of Public Safety and Rochelle Bilal.   Philadelphia Police Internal Affairs are investigating whether Bilal was working with Colwyn at the same time as Philadelphia Police Department. That is against Department regulations.

"This is a political witch hunt for me. I'm not going to be a part of if.  You recognize every time there is an African American brought into this borough they've been raked over the coals"  said Bilal after Colwyn's Borough Council Meeting.

Bilal worked for the Philadelphia Police Department for 27 years but has not said when or if she retired. She wouldn't answer when Fox 29 asked whether she was double dipping.

Some on Borough Council, even the Mayor didn't even know how much Bilal is even making.

It was almost a year ago to the day agents raided Colwyn Police Department offices after allegations of police abuse.

The latest investigation has residents wondering what is happening in their tiny town.

"Everybody gets away with it. It's just another day in Colwyn" said one resident.

Philadelphia Police were seen Thursday morning taking away computer equipment and other evidence from Borough offices.

The person landed on Tuckahoe Road right across from the United Artists movie theatre, which is about a half mile from Cross Keys Airport.Police are currently on the scene still investigating.Stay with Fox 29 for any updates on this story.
