PHILADELPHIA -

The DA's office has arrested and charged Tnishia Lee and Frank Watson, both suspected of neglecting their two kids. On July 21st, officers found a 17-month-old girl and a 3-year-old boy in a home on the 1500 block of York Street. The 17-month-old had a rash on her body and was sitting in her own filth, says the DA's office.

The parents were charged on August 2nd. The list of charges include endangering welfare of a child and aggravated assault. The next court date is set for August 21st.

Both kids were brought to St. Christopher's Hospital and treated after they were found, says DHS.
