PHILADELPHIA -

Murder charges were filed Tuesday morning against the parents of a 3-year-old girl who died of starvation in West Oak Lane.

Police say little Nathalyz Rivera weighed only 11 pounds.

Her father, 30-year-old Carlos Rivera, found his special-needs daughter unconscious inside their home around midnight on Monday.

Police say he called the child's mother, not 911.

The mother, 27-year-old Carmen Rivera, took Nathalyz to Albert Einstein Medical Center, where she was pronounced dead early Monday.

The parents face third-degree murder, involuntary manslaughter and endangering the welfare of a child charges. The homicide charges relate to the 3-year-old daughter's death. The other counts are for the other children living in the home, FOX 29 News has learned.

The parents had yet to be arraigned early Tuesday morning.
