Good Samaritan Stops Alleged Abduction Attempt

KENSINGTON, Pa -

A bizarre chain of events was caught on camera Saturday in Philadelphia's Kensington neighborhood. It was an alleged attempted abduction with two children in possible danger.

Things could have gotten even scarier if not for a Good Samaritan.

The suspect is in police custody. Fortunately, both children are safe and sound thanks to the man who heroically stepped in to save them. FOX 29's Jennifer Joyce talked to him.

"I heard, like, screeching tires," said resident Lisa Dillon. "And I heard someone screaming, 'My baby! My baby!"

That's how it started. Cell phone video shows how the attempted abduction ended. In the video, you can see a man in a gray hoodie holding down a suspect until police arrived. That man-turned-neighborhood-hero is Frank Shipley of Kensington.

"I just went down the one-way street, I down Cumberland Street and caught them like two blocks down," Shipley said.

According to police, a woman was driving down the of 2000 Block of East Firth Street in Kensington. She had a 14-year-old and her 10-month-old baby inside. As she pulled up to her mother's house, she noticed an unfamiliar woman sitting on her mother's front steps.

Police say the driver got out of her car to tell the woman to leave. That's when the woman then allegedly jumped up, stole the vehicle and took off with the two children still inside.

Shipley heard the commotion, got into his car and cornered the suspect a couple of blocks away at Frankford Avenue and Cumberland Street.

"I went in front of it, and the driver hit my car and then reversed and hit into another car. So, I backed up and pinned the car into the back car so they had no way to maneuver in and out," Shipley recalls.

The video shows a crowd gathering as Shipley holds the suspect on the ground and people step in to help.

Police say fortunately both children are OK. The female suspect was taken into custody.

And this Kensington neighborhood was feeling a great sense of community pride.

"This neighborhood, it can be bad at times," Dillon said, "but it's a good thing that the whole neighborhood, the whole block, this block sticks together."

"I was just picturing my daughter, you know?" Shipley said. "And something about a mother when she screams for her baby – it felt good helping."

East Detectives spent the day conducting interviews. We're told that the suspect remained in police custody Saturday night, but charges had not yet been filed.
