Police Search For Motive And Gunman Who Shot Police Officer

PHILADELPHIA -

As his friends and colleagues visited Officer Robert Penn at the hospital Monday, Commissioner Charles Ramsey said Penn is one lucky cop after a gunman walked up behind him early Sunday morning, muttered something, and shot him at close range.

"It must have been a fairly high velocity round because it pretty much went through and through," Ramsey told reporters at Police Headquarters Monday.

The 24-year police veteran was hit in the right shoulder, the bullet went right through and out his chest. Police say he had just arrived at his Brentwood Road home after he got off work at the 16th District. He parked his car and then heard a single gunshot.

"Whether or not this was something that was targeted, was it random, was it a robbery? I just don't know the answer to that," Ramsey added.

"It's quiet around here so it's kind of a shock for everybody," said neighbor Tyreke Wallace.

As neighbors cleared snow off their cars Monday in Overbrook Park, they voiced concerns about Officer Penn and the shooting in this close knit neighborhood.

"It definitely scares you cause we have kids you know," Wallace said. "It's about the kids too man because you want them to have a place to be safe at."

Ramsey says police did interview neighbors and family members after the shooting, looking for something that might lead them to a suspect and a motive.

"We did have some people in to see what they may have seen, heard or known, but nothing that really lead us anywhere," he said.

The 46-year-old officer is listed in fair condition. Ramsey says he's heavily sedated for pain. It may be tonight or tomorrow before investigators can interview him thoroughly about the shooting.

Penn is married and has two children. His wife is a lieutenant in the police department.  He was released from the hospital late Monday afternoon.
