Police: Delaware Man Stuffs Heroin Into Baby's Diaper

NEW CASTLE, Del. -

A New Castle man is arrested for shoplifting, but that's not all, police say.

According to authorities, 25-year-old Michael Penn was caught on surveillance video stealing from a Verizon store in late June and also on Sunday.

Officers say they responded to the store for a shoplifting report and, after viewing the store's video footage, they identified the suspect who had stolen a Samsung tablet.

Officers say when they went to arrest Penn, he was carrying two of his children. One child is 8-month-old, and the other is 5-years-old.

They say Penn was stuffing something in the pants of his baby.

Police then found 16 baggies of heroin in the child's diaper.

Penn was released on $4,500 unsecured bond pending a court hearing. The children were turned over to Penn's grandmother.
